Kwame Jantuah is a seasoned lawyer and energy-policy expert with over three decades of experience across Africa’s legal, energy, and infrastructure sectors. He previously served as Chief Executive Officer of the African Energy Consortium and as Vice Chairman of Ghana’s Public Interest and Accountability Committee (PIAC), where he played a critical role in promoting transparency and accountability in the management of petroleum revenues.
He currently chairs the Oil & Gas Sector of the Association of Ghana Industries (AGI) and serves on the Board of the Ghana National Petroleum Corporation, bringing deep governance, industry, and regulatory insight to CIPA’s leadership.

Rev. Allan Okomeng-Mensah is a Chartered Quantity Surveyor, Project Manager, and Contract Specialist with over four decades of experience delivering major infrastructure projects across Africa. As President of CIPA Holdings Group, he provides strategic oversight and governance leadership, ensuring disciplined execution, cost efficiency, and value-for-money delivery across the Group’s climate-resilient infrastructure portfolio, with a strong focus on solar energy, distributed generation, and energy transition projects.
He is also the Founder and CEO of Ecobuild Consult, a leading Ghanaian multidisciplinary construction and cost consultancy, which serves as a technical partner within CIPA’s ecosystem—providing cost engineering, project management, and contract advisory services that strengthen project bankability, risk allocation, and lifecycle performance across solar, energy, and infrastructure projects.
A Fellow of the Ghana Institution of Surveyors and other international bodies, Rev. Okomeng-Mensah brings deep technical expertise, fiduciary discipline, and ethical leadership to CIPA’s mission of delivering bankable, climate-aligned, and accountable infrastructure at scale.

With nearly two decades of experience in renewable energy and climate infrastructure, he established CIPA to bridge the gap between policy ambition, project finance, and execution, building a Pan-African platform spanning renewable energy, public-private partnerships, and sustainable infrastructure systems.
He provides strategic leadership across the Group, structuring partnerships with governments, DFIs, and private investors to deliver commercially viable, impact-driven projects. He also serves as Chief Operating Officer of CIPA Energy Resources, overseeing project implementation, engineering coordination, and operational performance across commercial, industrial, and utility-scale portfolios.
With over 15years experience in electrical engineering and sustainable energy systems, he brings strong technical leadership to the delivery of scalable, climate-aligned infrastructure. He holds a Commonwealth Executive MBA and a BSc in Electrical/Electronic Engineering from KNUST, and is currently pursuing a Master of Engineering in Sustainable Energy Engineering at Simon Fraser University.

MA has been recognized among the 50 Most Influential Female Executives in African Energy (Africa Oil Week, 2023) and is actively engaged in climate advocacy and youth empowerment initiatives across the continent.
As Executive Director of the CIPA Foundation, she leads the Foundation’s mandate as the impact execution platform of CIPA Holdings Group - embedding gender inclusion, youth development, and local economic participation directly into the lifecycle of climate-resilient infrastructure investments.
